NoVal in the template, but data is available

I have 3 test systems, 2 that have been working for over a year.  A third test system is being built.  The first to automatically load correctly.  The third has the following problem.

I am using a template to save a PDF.  The data is from a tdms file.  When the file is loaded the block shows "NOVAL"  If I open the editor and press check I get NOVAL, then I just highlight the target on the right side that matches the editor target.  Then press check I get the value.
